Every ten years, the Central Government of India sets up a Central Pay Commission (CPC) to revise the pay scales of its employees. Since these pay scales are largely adopted by state governments as well, they influence the income of millions of households and ultimately living standards of the employees and their dependents. Since purchasing power of these employees is affected, growth and development of market also directly or indirectly gets influenced by magnitude of changes in the income.

On September 25, 2013, Indian government formed the Seventh Central Pay Commission which reviewed and proposed 23.55% increase in emoluments (pay, allowances and pension) of 48 lakh employees and 50 lakh pensioners. Now the report is with finance ministry and being examined by a high powered committee headed by Chief Secretary to implement the recommendations.

7th CPC: Important observations

  • 7th CPC has tried to assure that the recommended new pay structure acts as an open end matrix not to allow stagnation but to provide fair opportunity for progress by dint of merit and secure better emoluments so that frustration does not set in.
  • 7th CPC found present rate of increment quite satisfactory and retained the same rate as annual increment for the current revision.
  • Grade pay has been subsumed into the pay matrix and concept of separate grade pay has been done away.
  • 7th CPC found significant lack of standardization across cadres as far as entry level qualifications (ELQ), pay scales, nomenclature and promotional avenues are concerned.7th CPC has tried to bring about uniformity in all theses aspects.
  • 7th CPC has recommended to review the proposed matrix periodically without waiting for ten years' period based on Aykroyd formula by taking into consideration the changes prices of the commodities.
  • 7th CPC noted the grievances expressed by Central Civil Service Officers for not getting their legitimate due vis-à-vis All India Services and observed that government should take a call and give them proper representation in the government.
  • 7th CPC also emphasized that the government should instill confidence in mind of civil servants that they will not be hounded by unnecessary harassment by investigation agencies.
  • Uniform fitment factor of 2.57 is proposed by 7th CPC across all grades and pay scales.

Gazette Notification: Extraordinary 25th July, 2016

The Gazette of India: Extraordinary notification published on 25th July, 2016 belied all the rumors and hopes indicating that empowered committee of Secretaries processing the recommendations may suggest to double the percentage of pay hike (23.55%) recommended by the 7th CPC and a hike of 30 percent in basic pay was supposed to be recommended by the government as per the media reports.

Government has recommended to ensure that the actual rise in pay of Doctors and Railway employees at the time of initial pay fixation must be about 14.29 percent. If we look back at the events that followed implementation of 6th CPC in 2008, pay hike on basic pay was revised to 40 percent at the time of implementation from the original recommendation of 20 percent by the 6th CPC.

Central government employees have raised the demand to revise the minimum pay to Rs.26,000 per month from Rs.18,000 as recommended by 7th CPC. However, government has accepted the 7th CPC and kept the minimum pay at Rs 18000 only.

Amidst the speculations of modifications in fitment factor, government has accepted the recommendation of uniform fitment factor of 2.57 for all its civilian employees. However, fitment factor of 2.57 has been altered for Level 13A (Brigadier) in Defence Pay Matrix and appropriate addition of three stages in Levels 12A (Lieutenant Colonel), three stages in Level 13 (Colonel) and two stages in Level 13A (Brigadier) is accepted.

Pay Fixation: The existing pay (Pay in Pay Band plus Grade Pay) in the pre-revised structure as on 31st December 2015 shall be multiplied by a factor of 2.57. Amount so arrived at is to be located in the Level corresponding to Pay band and Grade Pay in new Pay Matrix. If an equal amount is not available, amount shown in next cell will be considered revised pay.

Immediate next cell to revised pay will be used for subsequent increment. Unlike 6th Pay revision, there shall be two increment dates (1st January/1st July) and either one of these two dates will be used as increment date depending on the date of appointment or grant of promotion.

A Committee comprising Finance Secretary and Secretary (Expenditure) as Chairman and Secretaries of Home Affairs, Defence, Health and Family Welfare, Personnel and Training, Posts and Chairman, Railway Board as Members shall look into the recommendations on Allowances (except Dearness Allowance) and submit its report within a period of four months and till then all Allowances will continue to be paid at existing rates in existing pay structure.

Government has accepted "Very Good" instead of "Good" as benchmark for performance appraisal for promotion.

Pay Fixation in the New Pay Structure

Step 1: What is the Basic Pay in the pay band plus Grade Pay?

Assume an employee id presently drawing Basic Pay of Rs. 55,040 (Pay in the Pay Band IV {(Rs 37400-67000) Rs. 46340 + Grade Pay Rs. 8700 = Rs. 55040)}. Fitment factor as per 7th CPC pay matrix is 2.57 that has to be used to multiply pay being drawn presently i.e. Rs 55,040. Hence, out come of the same would be Rs 55,040 x 2.57 = Rs 141,452.80 and rounding off of it would result to Rs. 1,41,453.

Step 2: The grade pay of Rs 8700 corresponds to level 13 as shown in matrix table. If figure obtained in step 1. is compared with the figures provided in the column of the given level 13, the closest figure is Rs. 141,600 in the column under level 13 in the new pay matrix and the same figure would be the newly fixed figure in 7th CPC.

Entry Pay

A. Example 1:

  • The entry pay for new or direct recruits takes into consideration the weightage given to qualifying service whereas those reaching the grade through promotion the pay is fixed at the minimum of the pay band plus grade pay corresponding to the new grade.
  • The entry pay is different for direct recruited and promoted. In the new pay matrix, it is proposed that direct recruits start at the minimum pay corresponding to the level to which recruitment is made, which will be the first cell of each level.
  • For example a person entering service as a direct recruit at level 3 will get a pay of ₹21,700, at level 8 of ₹47,600, at level 10 of ₹56,100 and so on. For those who have been promoted from the previous level, the fixation of pay in the new level will depend on the pay they were already drawing in the previous level. For instance, if a person who was drawing ₹26,000 in level 3 gets a promotion to level 4, his pay fixation will be as illustrated in Table.

Step 1: The pay increases to ₹26,800 in level 3 itself after grant of one increment in level 3 .
Step 2: Next higher or equal amount in level 4 in this case is ₹27,100.

  • Hence the new pay on promotion from level level 3 to level 4 will be fixed at ₹27,100.
  • In case of a direct recruit to level L4 the entry pay will be fixed at the start of the level L4 i.e., at ₹25,500.

B. Example 2:

A person drawing ₹40,400 as Basic Pay in level L5 is promoted to L7:

Step I: first add one increment within level L5 to arrive at ₹41,600,

Step 2: then fix the pay at ₹44,900 in level L7 as ₹44,900 is the nearest, next higher figure to ₹41,600 in the column of figures for level L7.

Step 3: Under conditions of situation arising for bunched together more than two stages, one additional increment equal to 3 percent may be given for every two stages bunched, and pay fixed in the subsequent cell in the pay matrix.

  • if two persons drawing pay of ₹53,000 and ₹54,590 in the GP 10000 are to be fitted in the new pay matrix, the person drawing pay of ₹53,000 on multiplication by a factor of 2.57 will expect a pay corresponding to ₹1,36,210 and the person drawing pay of ₹54,590 on multiplication by a factor of 2.57 will expect a pay corresponding to ₹1,40,296.
  • Revised pay of both should ideally be fixed in the first cell of level 15 in the pay of ₹1,44,200 but to avoid bunching the person drawing pay of ₹54,590 will get fixed in second cell of level 15 in the pay of ₹1,48,500.

Salient features of 7th CPC proposals

Percent Hike: As per the reports available in the media and announced on news channels on the occasion of report submission, it was revealed that hike in basic salary has been recommended to be 16%, while that of housing rent allowance, other allowances and pensions are 138.71%, 49.8% and 23.63% respectively.

Minimum & Maximum salary: Salary to be paid in the lowest ladder would be Rs 18000 and the maximum is fixed at Rs 2,50,000 per month. A minimum increment of 3% has been recommended to be fixed after completion of each year in the service by an employee.

Parity between IAS & Other Civil Services: Differences emerged in the opinion of members of pay commission on the vexed issue of parity of pay scales for officer from the IAS and other civil services and the issue remain unchanged due to lack of unanimity among various members.However, pay commission passed on the opportunity to provide a mechanism from private sector to the government for lateral entry.

OROP: As per the report published in the Business Standard, One Rank One Pension has been recommended by 7th CPC for central government employees and employees retiring from armed forces. Other media reports however suggested that 7th CPC recommended a revised pension formulation for the central government employees, including para-military personnel as well as for defence staff who have retired before January 1, 2016 without terming it one-rank-one-pension (OROP).

Pay Band & Grade Pay Abolition: The pay band and the grade pay system has been suggested to be abolished by the 7th CPC.

Fitment factor: A fitment factor of 2.57 is recommended for using uniformly to all employees.

Retirement Age: The age of superannuation for all central armed forces personnel is recommended to be raised to 60 years from current 58 years,though it was confronted by a pay commission member 'Vivek Rae'. However, this recommendation was assumed to bring parity between past pensioners and current retirees for the same length of service in the pay scale at the time of retirement.

Increase in Gratuity: The ceiling of gratuity has been recommended to be raised from the existing Rs 10 lakh to Rs 20 lakh and the same is recommended to be raised by 25 per cent with 50% increase in DA.

Seniority: The grade pay is suggested to be subsumed in the pay matrix and the status of the employee will now be determined by the level in the matrix.

Health Insurance: A health insurance scheme for employees and pensioners has been recommended and CGHS has been suggested to impanel already impaneled hospitals under CS(MA)/ECHS for catering to the medical requirement of these pensioners on a cashless basis who are outside the CGHS area.

Group Insurance: The rates of contribution under the central government employees group insurance scheme as well as insurance coverage have now been enhanced suitably from Rs 120 per month to Rs 5,000 and insurance cover from Rs 1.2 lakh to Rs 50 lakh for senior most level. For lower grade employesss it has been raised from Rs 30 per month to Rs 1,500 and the cover has been hiked from Rs 30,000 to Rs 15 lakh.

Advances: Abolition of all non-interest bearing advances has been recommended for the abolition and the limit for interest-bearing advances for buying home has been increased from Rs 7.5 lakh to Rs 25 lakh.

Child Care Leave: As per HT news, 7th CPC has recommended to make single male parent entitled for availing child care leave (CCL) to take care of minor child upto the age of 18 years. Till date female employees were granted fully paid CCL for a max8imum period of two years during their entire service.

  • Single mothers would also be allowed to take CCL in six spells (in place of existing 3 spells for other mothers) in a calendar year. CCL would be granted at 100% of the salary for first year and 80% for next year.
  • Demand to increase the length has been rejected. Women will continue to get leave upto 180 days for pregnancy, male employees with less than 2 surviving children will be granted 15 days leave during confinement of his wife, upto 15 days before or six months from the date of delivery of child.

One anomaly I noticed after pay fixationis that, in every level employess completed five years (got five increments) and two years (got two increments) in the same grade get fixed in the same stage. For example, an employee who got promoted to G.P. 7600 in 2011 and another employee who promoted to G.P. 7600 in 2014 (after three years) get fixed in Level 12 at Rs. 91400. This means all employees promoted in 2011, 2012, 2013 and 2014 will get fixed at same stage, i.e., Rs. 91400 in Level 12

as far as talent and aptitude is concerned airmen are at par with officers .It is there luck or choice

to join as an airman arising due to circumstances or family obligations.

Every year airman qualifies for a bank po or ias.Itjustifies there caliber.So wok hard to achieve your independence.We are still slave in our free india.So work hard and achieve freedom from these colonial midset officers who treat us badly

6th and 7th cpc is somewhat satisfactory in comparison to earlier pay commission report.

Even if one is not promoted for 15 to 20 years, there is no stagnation and one will continue to receive next increment according to work performance.iIn 5th cpc people got stagnated even after 12 to 15 years and there was no scope of promotion for the well performing and efficient employee.6 th pay commission was not at all satisfactory for pre-2006 retiree, there was no fit-ment table for the pre-2006 pensioner and the implementation was not uniform through out the entire nation, why there is disparity among states and central govt employee. Govt can fix the accountablity of the employee or stop the increment depending upon their work, but there should not be difference in the pay scale and DA admissible for state and central employee.In higher education an assistant prof. Is promoted to associate prof.after 12 years of good work, but there is no promotion for associate prof. To professor even after 15 to 20 years, particularly in degree college even if one is duly qualified with PhD , good academic record, number of research publication and good service record.Deserving and efficient employee must get promotion after every 10 years of good service record, which was not in the previous pay commission.Pensioners both pre and post 2016 should be given equal

Benefit of service towards fixation of their Basic pay, pensioner get only basic pay and DA , no other allowances are admissible them. Keeping in view of the service record incompetent official may be fired in the interest of quality and quantity work both in the offices.

7th cpc may not have benefited all the employees hugely and equally but employees getting promoted from PB III AFTER SERVING IN PB III in 15600-39100 in the grade pay of Rs 7600/8000 for 3 years - as per the promotion conditions- are gaining rs 60000-70000 pm benefit on being placed in PB IV OF Rs 39400-67000 and grade pay of Rs 8900/9000 as per 6th CPC. THIS IS INJUSTICE REALLY WITH OTHER EMPLOYEES WHO ARE GAINING JUST 10000-20000 AS A RESULR OF 2.57 MULTIPLICATION FACTOR. THINK OVER IT. THIS IS THE SAME PAY SCALE THAT WAS UPLIFTEED BY EARLIER UPA GOVT. FROM PB III TO PB IV DESPITE BEING PLACED IN PB III BY 6TH CPC. GROUP A OFFICERS AVAIL THIS GRADE BENEFITS.

Hi, I am due to join as Income Tax Inspector in Nov'15. But have to serve the notice period in my existing PSU job. So I am thinking of taking an extension from IT. What will be effect on my salary if I join before 1/01/2016, ie before the 7th pay commission takes effect. I have been advised to join before 1st jan, in which case I will have to pay my notice period in the PSU. please tell me how will it be beneficial to me.

Air force tech quallification should be considerd . once up on a time during 1986 when i was in iaf my scale was 1460 to 2300 and sub insp police 1400 to 2300 .now that poor sgt is placed below along with ac and lac. I request that commission 6 th anomly may removed.

Wages of airmen is de-moralising them . There are huge difference in wages & msp b/w officers and airmen. Both of them work for the same nation even airmen is on his front foot at the time of war then why there is so much diffrence in there pay .. Just because of this many airmen resigned their jobs after 15 year . Govt. Should think over it as soon as possible. Even airmen can't afford a house after his whole service and they are unable to provide better education to their children.

IN IAF THERE r more than 12000 Nc(e)s working with different kind of trade jobs. In other defence services like indian navy, indian army has also trade job holders which are treating as a soldiers, and also getting promotion with rank and a good payment. But in indian air force they r not treating nc's as soldiers becoz they r not rifle trained what iaf is saying. Iaf can give them rifle training, and could implement d system what d co forces did. But it did't doing and lying to d govt and it's soldiers too.

Why officers in air force are getting three times more payment than air force technicians ? A technician in air force is having more knowledge and experience than officers about aircrafts and equipments related to flying. If any snag (problem) comes in aircraft is carried out (solved) only by the technicians .why officers ask Jwo ,WO ,sgt ,cpl ; how to carry out (solve) the snag (problem)? Then airmen tell them about the solution .but as far as payment is concerned airmen are paid one third(1/3) payment of officers which is equal to NCE and GATEMEN in air force.technicians work on aircraft but payment is paid equal to gatemen and it fare with technicians ? No sir .technicians work from morning 03:00 o clock to the night most of the time in the week .no close holiday is given to them .technicians work on holiday when .they start working in the morning 0300 hrs to whole day when 99% of government service personnel are in sleeping I request sir understand the problem and increase payment accordingly .thank you sir

One cpl who sirving in indian air force he is become very knowledgeable after his 5 years service than who was taken grade pay 4200 in civil sectors. He is working with aircraft. .....he giving him best. He is nt less than one engineer who was taken 50 thousand payment. He is knowns better english than civil sectors persons. He is cuming is unit after 2 yers hard trainning is inof to make to him some class n he is compare with one state police constable. The pay structure should be revised after minimum 5 years service of one airmen. Tha one airmen get ready to aircraft for fly ....n he is get only 5200 basic ???

Its simply insult of defence also. He should be gets more benefits ...nt just like one labour he survived his life. That's y they leave the service after 15 yers......think abt it.

Discussing matters here will hardly resolve the problem. Civilian IAS will never understand the real situation of defence services. They gets all ideas about defence PBOR from the gang of modern Hitlers i.e. defence officers. The concerned IAS officers are surviving in an environment bubble, knowingly or by default. The pay structure in IAF is demoralising airmen. The job demand is much higher than the pay. The role of IAF technical sergeant is more that a JE in civil. Earlier in fifth pay commission Sgt pay was equal to JE but now it is equal to a macp safaiwala. The promotion policy is also disgusting, we can find a Persian with service of 30 year is still Sgt due to less number of vacancies and self centered officers. In army the bullet never distinguish the rank but the Military Pay, which is given as a risk compensation is three times neither for all officers. It is also applicable for higher ranked officer who need not to move out from ac offices in Delhi. The rate of DA is same for all ranks, this makes rich to richer and create a huge gap between officers and non officers. This makes a newly joined officer pay is more the three times to an employee having 10 years of job. I agree that there should be a pay gap in ranks but it should not too much. Modi govt will be same because they can't see the condition directly. The beurucrates will definatly baffle them. I suggest there must be a proper audit of work in defence forces.

If we see a conductor in america his personality is equivalent to officer.but in india an officer personal equivalents to an aristocrat begger.

This not for a civil organisations but also in Iaf .

In indian air force a technicians knowledge is very very much better than an engineering officer. An engineering officer know how to harrash airman but he has no t knowledge about the aircraft.

If government gives posting an MBA person in place of engineering officer its better for IAF .

sir its my opinion dat there is no any much salary difference between officers and jawans...Because jawans were working 24x7 days...but not officers...even u know dat after retirement jawan still not get to purchase to home for staying with his family...its shows dat jawan gets d salary very very less...pls increased of salary of jawans of all three defence my humble request

In defence officer gets education allowance where as not airmen. It should be given to all. Like officer airmen should also get rank pay.

i think we shld see all citizens of india, thare is need to enhance govt emplooyee's salery but not more than one time (2, 2.5 or 3 times is totally wrong) give more to labour or common person daily wages or grass root people so there living standerd can improve

Msp should be equal for jawan and officer because they are combatant member of armed forces.grade pay should be enhance because 2000 Rs is group D' grade pay whereas jawan is come in group C'.

As above, macp is equal for all ranks of armed forces, also allowances should be same, x group allowance enhance so that more qualified people join forces,

It is very sad to say that in indian armed forces were still a large diffrence is observed , from toilets to salary, we indians have gained a lot education , we have made our nation pride , but still british beurocracy is applied. It is really ahypocratic, chaunism, classes.

Sir ,

In 7th CPC recommendations this fact should be taken into count that the multification factors should be avoided to set up new pay scales .the ratio of min to max wages must be 1:8 .the wages should be set up considering there work perfomermed in there field .the wages should not be taken as reference of past cpc but should be in the formuleas of min to max wages.

At the other side the set up of the wages should not demorlise the morale of the defence perssonnel . bonus to the defence employees of pbor ranks should setup more than or equal to the railways employees.

MSP is not equal for all Armed Force Personnel.......its because in free India, where everything is Indian except our TRADITIONS of running Govt. its 100% British Rule in Independence India

GRADE PAY is even lower than safaiwala......... may be this also, but did you ever think JAWANS JOIN ARMED FORCES IN A PAY BAND AND TILL HE ATTAINS PENSIONABLE SERVICE (15 YRS) HE REMAINS IN SAME PAY BAND BUT CASE IS DIFFERENT FOR officer.

hope Govt.Of India will look up this things and change traditions....................

The assistant professor scale again 50% lower compared to Associate Professor. The Promotion period is also 12 years for Universities. In other institutes like IIT/IIM/IISc it is only Five Years. What makes this large differences between the employes. Assitant to Associate should be made Five years if the teacher fullfill the API criteria.

Dear sir, I want to say that I think there r so many fault in defence salary structure.Officers r taking there won PB & GP similarly airmen r also taking there won PB & GP.we have no problem about that but there is huge different in MSP (Military Service Pay) while an airmen or a soilder also doing work in Indian Military Services.Defence persons r signed there bond for 24 hrs service in Water/Land/Air at the same time a civilian signed for 8 hrs only in there particular office which is so close to home.So I request to u that please make the MSP equal between Soilder & Officer & please make a separate PB for defence.Thank u sir.

Main problems for defence personnel is MSP & their grade pay. When all are working in same organization for the nation and there are same risk for all personnel either officers or Jawans then why so much difference in MSP kindly give me answer.

2nd point regarding Grade Pay.... Firstly I am asking to govt that working in group 'C' class service why defence person are getting group 'D' class grade pay. The status of a govt serving personal shown by his grade pay but I don't know year what is the bloody rule of govt of India . The morale of defence personnel is going down day by day due to his grade pay & MSP because one who is working in NC(E) i.e called safaiwala or peon in civil or toilet saf krnewala bloody he is getting more grade than defence personnel it means govt compare defence personnel to NC(E) i.e safaiwala or toilet saf krnewala. Why govt don't think about this even the primary school teacher is getting 2 times more grade pay than him while he is also holding the same qualification not only that in compare to primary school teacher defence personnel are more qualified and skilled but even after he is bloody getting only 2000/ grade pay.

Not only that bloody he always live our life far from his hometown he is unable to come at the time of festival & he is doing continuous duty whether in day or night or in summer or winter season. Bloody Govt thinks that why I will take tension because he is bloody sitting in AC room and also getting 5,6 times more payment than him.

So I am requesting to India govt please think about one night for defence personnel who is working in border area to safe our nation continuously day and night if you will be in that position then what you thinks, please think about that and take decision accordingly.

Corruption will lessen to a great extent if the salary increases by at least 3.5%...special mention needs to be made regarding the IAS,IRS,IPS,IFS officers.... They definitely deserve more...

Dear sir, I have the following few words for your kind consideration. When a young man joins in Indian Air Force then he has to study many things along with his physical and armed training. He has to study Hindi, English, General Science, Air Force rules and regulations in basic training (during first 6 months) and many many technical lessons in trade training and all these he has to learn through English medium. All instructions are given in English and to understand these is not bachcho ka khel. He has to pass exams step by step and then only he becomes a permanent staff. During doing service he has to pass different promotion exam to last in the service (service mei tike rahane ke liye) and this promotion exam is not so easy (bachcho ka khel nehi). In nutshell, when a man joins Air Force he enters in a english medium school where he has to study everything in english and has to pass all exams to be permanent staff. In other services, candidates need not study and pass hard exams to be permanent member. Such a trained man gets payment in the pay scale of 5200 rupees only. Whereas, in civil a trained man means a man who knows typing only and he need not study anything to be permanent staff of that organization. Such a man gets 5200 or more scale. Is it not a whimsicality ? I request pay commission to evaluate job of air force and fix starting pay scale little bit higher than present scale. I suggest to make scale at least 7200—25400 (as per present scale) for air force staff (from rank AC to MWO). Please refer comment of Air Chief Marshal Latif about “What should be payment of airmen of Indian Air Force”.

“Duniya se samyabaad ubharti ja rahi hai”…..this slogan is liked by most of the people in India. It indicates that most of the defence personnel also like this slogan. It indicates that they do not want equality and if so then everyone should get their right as per their qualifications and quality. Payment of airmen should not be equal to army personnel as army personnel do not want equality in soceity. In all civil services, whose pay scale falls between 5200-20200 for them, no study and no passing of exams are required to make their job permanent. They get the job and start working. But for airmen of Indian Air Force, they have to study a lot and pass all exams and then they become permanent member (yeh bachcho ka khel nehi). You can go to training center and can see what are the things they have to study along with their physical and armed training. In other service, people get smile on joining the service and executes love and conjugal life but on joining air force, a man becomes sorrow by seeing the study material and syllabus that he has to study and pass to become permanent member. Therefore, I request to change pay scale from 5200-20200 and upgrade scale at least 7200-25400 for airmen of Indian air force. It is harder to become an airman than becoming a teacher, a state govt. officer and many more like these. After becoming permanent staff also airmen do not get increment till they pass first promotion exam (I,e LAC/CPL Leading Aircraftsman). They get increment after clearing first promotion exam and one need to get 70% marks to pass the exam (yeh bachcho ka khel nehi). Therefore, I request to do job evaluation of airmen of Indian Air Force and fix scale accordingly.

Pay will rise about 2.3-2.5 times on 1-1-2016 and author has projected an increase of just 2.5 times in the new or 7th pay package. If it is so then there is no use of formation of a pay commission. In my opinion, pay must be revised at least 2.75 or 3 times of 6th pay. Anyone in my support?

All Group-III(4)Concerned : 7th Pay Commission Projected Pay Scale-Cntrl Govt. Emplys-- In the Grade Pay 5400 - this is the only starting PB which is not changed according to other PBs. this should actually start with a higher PB scale like -PB-3--15600-39100--5400--21000--46800-117300--19800--76590.

Pls check for GP 5400, PB scale is not changed. Please check on this to get it justified.
