How to Franchise a Lotto Outlet in the Philippines

If you'd like to start a worthwhile business, why not invest and franchise your own lottery outlet?

In this article, you'll learn the cost, requirements, and how much you would earn from franchising a lotto outlet in the Philippines.


If you want to open a lotto booth in the Philippines, you have to follow some very strict requirements, since it's a profitable business.

For an individual, you must:

  • Be a Filipino citizen
  • Have no criminal record
  • Be at least 21 years old

For a corporation, you must submit the necessary documents which will be discussed further down in this article. It's also recommended that you find a good location for your lotto booth—preferably one that is crowded.

Start Your Lotto Franchise

I was in a lotto outlet the other day and a thought struck me: How much have I spent betting in the lottery? Is it worth it? Until now, it hasn't been. But I thought that perhaps there’s a way to break even. Then I got the idea to franchise a lotto outlet.

Before you open your lotto franchise, you should understand that it’s not really a franchise. I’m talking about the PCSO lottery here. It’s a Filipino non-profit organization, for goodness' sake. So you can be sure they'll never open up their brand for franchising—I’d bet on that. However, they do let anyone be a lotto agent.

Now, let’s talk about being a lotto agent and its requirements.


You (the agent) will provide the location of the lotto booth, so you'll have to cover all costs such as the rent, lease, or sale of a building, including construction, electricity, phone connections and all other site-related costs.

You’re under an agency contract, so you won't pay a huge amount for using the trademarks and brand name. You’re only required to pay for these three things:

  • A processing fee
  • An installation fee
  • A surety bond

That’s pretty much all of it. Let’s say you have your own site already. Opening a lotto outlet will only cost you around 30,000 to 50,000 PHP depending on your Surety Bond insurance option.

If you don’t have a site yet, you’re likely to spend below 500,000 PHP. So you will have to invest a good amount at the start of your lotto adventure.

Revenues and Profit

How much will you earn? This is a very common question. Being an agent will give you 4.5 to 5 percent from the gross sales. The higher your sales, of course, the higher your revenue. PCSO will also grant you a percentage of a winning bet from your outlet with a maximum of 500,000 PHP, depending on the jackpot winning prize. How cool is that!

As a business, you have to consider overhead expenses such as electricity, wages of employees, rent, and other costs you incur with your booth. The only things the PCSO will provide for free are the tickets, the terminal hardware and software, the printed materials, and other paraphernalia.

To make the most money, you need to choose a good location, which means a crowded place and a busy commercial area.

PCSO Official Requirements

The requirements for online lotto agents are listed below, including the steps for application. They are retrieved from the PCSO official website.

Applicant must be:

  • A Filipino citizen
  • At least 21 years old

Individual applicants must accomplish and submit:

  1. Three (3) latest ID pictures (2 x 2)
  2. Three (3) latest ID pictures (2 x 2) of spouse
  3. A letter of intent
  4. An online lottery personal data sheet
  5. Proof of income (see below)

If you're self employed, you must also submit:

  • An Income Tax Return
  • Registration of Business
  • Audited Financial Statements

If you're not self-employed, you must submit:

  • An Income Tax Return
  • Registration of Business Audited Financial Statements
  • Certificate of Income

Required Proof of Ownership or Lease of Outlet Location

Individual Applications

If you are an individual applying to be a lottery agent, here is what you need to supply in order to prove you have the right to use the proposed location.

For the owner:

  • Land title or TCT

For the lessee:

  • Notarized contract of lease
  • Building owner's authorization form

For both an Owner and a Lessee

  1. NBI clearance (current)
  2. Brgy clearance (personal record) sketch or location map of the proposed agency site
  3. Photograph of the vicinity
  4. Photograph of the building
  5. Photograph of the interior

Corporate Applications:

If you are applying on behalf of a corporation, here is what you'll need to submit:

  1. Bio-data of corporate officers and directors
  2. Photocopy of S.E.C. registration
  3. Photocopy of articles of incorporation
  4. Photocopy of by-laws
  5. Latest audited financial statement
  6. I.T.R. for the immediately preceding year
  7. Letter of intent
  8. Contract of lease
  9. Building owner’s authorization sketch
  10. Location map of the proposed agency site
  11. Photograph of the vicinity
  12. Photograph of the building
  13. Photograph of the interior

The Agency Site Requirements

The applicant must make sure that the proposed agency site complies with the following criteria:

  1. The building must be 100 meters away from schools, places of learning, and places of worship, subject to PCSO's policies and existing rules, except when the location is enclosed or a shopping center.
  2. The location must have good foot traffic, i.e., be situated in commercial or busy intersections and areas. The location of the terminal or booth should be strategic if within a mall or superstore.
  3. The area must not flood.
  4. It must have a floor space of 8-9 sq. meters or available business counter measuring at least 1.0 m X 0.5 m
  5. Preferably, the facility must have at least one (1) telephone facility, landline or cellular, for hotline operations. The said telephone (especially a landline) should be situated no more than one (1) meter away from the proposed terminal location.
  6. The area must be enclosed (for security purposes) but have frontage from human traffic and entry. Frontage must face the main road or the direction of major traffic flow. In the case of shopping malls, shopping centers or superstores, the location need not be enclosed provided there is store security, especially after store hours.
  7. Facility must have floor space and proper ventilation (preferably air-conditioned).
  8. There must be regular power supply of 220 VAC, with grounding and available power point/s.
  9. Facility must have available shelf, counter, or cabinet for terminal installation, modem and storage of lottery materials. If not currently available, the agent will be advised on when to fabricate.
  10. There must be operators available for training in the operation of the terminals—preferably one dedicated personnel and a back-up personnel per terminal. This agent will be advised on when the operators will be trained.
  11. The major operating hours of the terminal will fall within 7:00AM-8:30PM, seven (7) days a week.
  12. The facility must be at least 100 meters away from any existing lotto outlet which shall be subject to PCSO's governing rules, which are as follows:
  • National Capital Region — 100M
  • Southern Tagalog and Bicol Region — 200 - 250M
  • Northern and Central Luzon — 200 - 250M

Approved technical site survey by carrier.
